ABOUT FXZ LAW
FXZ Law is a Kosovo law firm advising international investors, businesses and organisations on entering, operating and resolving disputes in Kosovo and the wider Western Balkans.
The firm was founded by Flaka Xhelili Zekaj, a Kosovo-qualified lawyer with experience spanning private practice, government and international development. Before establishing FXZ Law, she worked extensively on Kosovo’s justice-sector reform, including the development and implementation of legal and institutional frameworks affecting the way the justice system operates.
That experience shapes how FXZ Law approaches legal advice: with an understanding not only of what the law says, but of how Kosovo’s legal and regulatory system works in practice.

ABOUT THE FOUNDER
Flaka Xhelili Zekaj founded FXZ Law in 2025, bringing more than 15 years of experience spanning Kosovo’s Ministry of Justice and the U.S. Government in Kosovo, including senior roles with USAID.
Her experience in legal practice, justice-sector reform and international development gives FXZ Law a distinctive understanding of how law, regulation, institutions and business intersect in Kosovo. She advises businesses and investors navigating Kosovo’s legal and regulatory environment.
